I can very well feel the pain of the batch 55-61, which visited the Alma Mater after a long gap. The batch 55-61, has given a very candid feedback, which, for sure, shall be very useful for NVS (Netarhat Vidyalaya Samiti) in their efforts to revive the Vidyalaya to its old glory.
In any case, that has to start simultaneously with the hard ware (renovation and restoration of school infrastructural) and the software (induction of right administrative team). The NSV may like to identify the software, which do not fit into the ethos, vision and mission of Netarhat, may be weeded out and replaced with right people, irrespective of their age and global location, only the offerings should be attractive enough to attract people with best of attitude, understanding, commitment and clarity of mind.
As regards, the hardware, there is an excellent architectural base in place. Any modification must not damage the base architect, and every addition must merge with the existing or base architectural environment and natural ecosystem. Nothing should look like patch of tat with makhmal.
The restoration group should take a holistic view, and for this they should seek assistance of a well known SCHOOL ARCHITECT. Why I have underlined it because everyone cannot visualise the final outcome as they can, and only they can understand and state the right thing. The NVS can state the basis on which they have to work. From my experience, I can suggest, that the NVS can ask for expression of interest from Architectural cum Project Management Consultant (APMC), with right experience and work to demonstrate in the area of school building and infrastructure. The NVS can define the scope of work. The interested APMC must be taken to school to see the site and visualize the work. thereafter, they should make a presentation before either the NVS or a group of experts (in odd numbers, with one or two NVS members, who can devote time on it)) constituted by the NVS for eh purpose. Each member should evaluate the parties against some pre-decided parameters, on a scale of 1 to 10, and add the marks obtained on all parameter. Thereafter, all the marks given by each member for each party should be added. The party which scores highest mark only should qualify for opening of its price bid. this way we get the Q1 (quality 1) to do the job, and not the L1 (Lowest price, with no capability and concern for quality. Some marks can also be set aside, for the physical verification of the APMCs actual work, through visits of the group, to the best of their work (as per them) offered by them for visits and verification.
For transparency, all these should be defined and explained in the tender document itself. I have been following this process myself to get best results.
I am sure, with Shri N N Prasad being on NVS, the road to Netarhat and inside and around school campus would not only be be restored sooner, but strengthened to bear loads of bauxite laden trucks. In fact, the companies which take out bauxite using this road , must be asked to maintain the road in best of its health and surface condition, all the time at their cost. Every corporation has its social responsibility to do it, and it can be enforced by the Govt, and the PWD, in particular, because it has invested in making these roads…
